Supplement to Louisville Airport FAR Part 150 Noise Compatibility Study Update

Following the submittal of the 2003 Study documents to the FAA, including the proposed elements of the Noise Compatibility Program (NCP) along with the current year (2003) and 5-year projected (2008) Noise Exposure Maps (NEMs), the LRAA board approved a motion to conduct a study to examine the noise environment and the proposed noise mitigation measures for the areas north and west of the Airport (i.e., Northwest Quadrant). Along with input from community representatives and the University of Louisville the LRAA selected Wyle Laboratories, Inc., in association with Skees Engineering and Parrish Associates, to conduct this specialized Acoustical Study of the NW Quadrant (NW Study).

The major elements of this study were two-fold: (1) provide an in-depth analysis and public outreach to several affected communities that may experience increased noise exposure as a result of new operational procedures and flight patterns proposed by the 2003 Part 150 Noise Study, and (2) explore options and budgets for the sound insulation of noise-sensitive facilities and homes. This was one of the first studies nationwide to make widespread use of supplemental metrics and tools -- including Number of Events Above (NA), Time Above (TA), various Leq-based metrics, and color gradient maps.
