• Cost Analysis Research
Perform research to identify methodology and data collection approaches to resolve cost estimation, analysis, and management issues requiring unique solutions. Develop the methodological basis of the recommended research solution, demonstrate viability of the methodology and document the recommended solution. • Cost Benefit Assessments (CBA)
Review issues, existing related government guidelines for CBA and establish a CBA methodology that will be responsive to government-specified requirements. Collect data, tailor methodology as needed, perform the CBA and document results and recommendations.

Identify technical and other program issues affecting cost and assess cost risk using appropriate methodology recognized as acceptable to the government.
• Cost Analyst Training
Perform training in cost analysis to include such things as cost analyst certification training, basic cost analysis practices, regression analysis, CER development, data collection and cost segregation and reconciliation.

Wyle cost analysis staff have demonstrated experience in significant areas related to support of Privatization candidates in processes structures by guidelines in OMB Circular A-76. They are aware of the criticality of these initiatives that respond to the governmental mandate that encourages competitive sourcing between existing government activities and private industry. The offeror providing the best value to the government is the winner of the competition. Recognition of the mandate and need also must reflect a certain sensitivity to existing government resources. Therefore, the process must be defined and implemented to be a fair and equitable comparison of valid and justifiable government and contractors costs. The participating contractor must also be seen as objective and non-threatening to private industry. Wyle has demonstrated our objectivity and has won acceptance of industry in many instances as demonstrated by multiple non-disclosure agreements signed over our lifetime. It is these agreements and the mutual trust they reflect that enables our staff to access critical data to accomplish the costing in their core business areas.

SIN 874-7: Program Integration and Project Management Services
Wyle cost analysis staff have demonstrated experience in significant areas related to this SIN in many tasks associated with their core business base. Cost analysis provides insight but cannot guarantee effective program management and success. Results of the estimation and other program activities must include consideration of technical and cost risk, and their impact on budget planning, formulation, and expenditures. Tradeoffs considered by the program that affect acquisition planning must be factored into management decisions. Experience has repeatedly shown that management should consider implementation of earned value methodologies consistent with program scope and size to provide necessary visibility to management for risk abatement.
